(5) Where there is any lindrance to the acquisition by

purchase of any land or building which in the opinion of the

Council is required for carrying into effect the provisions of

this or any other Ordinance applicable to the Municipality, the

Governor in Council, upon the application of the Council and

after such enquiry (if any) as he may think proper, may in his

absolute discretion decide that the land or building is required

for a public purpose; and may order that proceedings to be taken

under the Crown Lands Resumption Ordinance, 1900, or any

enactment amending the same or substituted therefor, for the

resumption of the said land.

After the reversion of the land to the Crown the Governor

may vest such land and any buildings therean in the Council in

such manner and upon such terms as he may think fit. The

compensation, if any, upon any such resumption shall in the

first place be paid by the Government out of the general revenue

of the Colony; but the Council shall refund to the Government

the amount so paid and all expenses incidental to such

resumption incurred by the Government.

(6) The Council may, with the previous consent of the

Governor and subject to any conditions which he may impose,

borrow at interest on the security of any corporate land of the

Council, such monies as the Council may from time to time think

necessary or expedient for carrying into effect the provisions

of this Ordinance or any other enactment applicable to the

Municipality.

(7) The Council may invest funds of the Council in such

manner and to such extent as may be authorized by this Ordinance

or any other enactment or as the Governor may from time to time

approve.

(8) The Common Seal of the Council shall not be used or affixed to any document except in pursuance of a resolution in that behalf passed at a duly constituted meeting of the Council

and recorded in the minutes.

4. Subject to the provisions of this Ordinance, the Municipality shall comprise the Islands of Hong Kong and Apliohau,

Stonecutters Island, Kowloon and New Kowloon,
